The High Representative of the European Union, Josep Borrell, called for a very clear distinction between Hamas terrorists and the people and administration of Palestine and continued funding of humanitarian aid programs in the region.

Borrell stated this in Oman at a press conference following an informal meeting of EU foreign ministers.
We discussed how to continue our relationship with the Palestinian Authority. There is a clear chapter between Hamas, the people and the Palestinian Authority. We consider Hamas a terrorist organization… But the Palestinian Authority is another matter, it is our partner. We do not deal with Hamas, but we support and work together with the Palestinian Authority. And not all Palestinians are terrorists. So collectively punishing all Palestinians would be unjust and unproductive, it would be against our interests and against the interests of the world,” Borrell said.
According to him, the majority of European ministers, “with two or three exceptions,” supported the declaration on resolving the new crisis in the Middle East, agreed upon during the EU meeting with the Gulf Cooperation Council.
The document condemns the terrorist attack and any attacks against civilians, demands the release of hostages, ensuring the protection of civilians and respect for international and humanitarian law. We are talking about the absence of a blockade on the supply of water, food or electricity to the civilian population in Gaza. Humanitarian corridors should also be opened for people who wanted to leave Gaza and go to Egypt.
Borrell added that the supply of humanitarian aid to the European Union for Palestine did not stop. The funding review proposal concerns development programs and social services received by the Palestinian population from UN-sponsored entities.
