The Ministry of Health plans to change the procedure for determining disability and instead proposes a loss of functionality assessment. The corresponding bill has been prepared. Health Minister Viktor Lyashko spoke about this at a briefing in Zhitomir, First Zhitomirsky reports.
According to the minister, the government plans to carry out a global reform of the MSEC (medical expert commission system) by 2025. It also includes a complete revision of disability assessment techniques.
“The problem we have today is that we pursue disability, because it provides benefits and compensation, and does not return a person to an economic state. We have not asked what a person wants, but we say that we can provide this. This is the post-Soviet model, which we must abandon,” said Lyashko.
The head of the Ministry of Health added that the international classification of functioning (International Classification of Functioning, Disability and Health) has been made a national classification in the country.
“We reject the disability as such, but talk about the assessment of the loss of function,” summarizes Lyashko.
