Today Politico reported that the United States has prepared a confidential version of its assistance strategy for Ukraine, where corruption is seen as a real threat. The strategy, in particular, provides for reforms in the fight against corruption, de-oligarchization, the transition of troops to NATO standards and in-depth study of the English language.
One US official familiar with the discussions confirmed to the publication that the Biden administration is discussing with Ukrainian leaders the possibility of conditioning future economic assistance on “reforms aimed at fighting corruption and making Ukraine a more attractive destination for private investment.”
According to the official, such conditions are not considered for military assistance.
One of the most anticipated steps listed in the confidential version is that the Ukrainian Ministry of Defense will “create a professional junior officer and non-commissioned officer corps with standard NATO doctrine and principles.”
The US strategy also aims to ensure that Ukraine not only maintains its Western orientation, but also develops special ties with America.
One way Washington thinks this will happen is through the English language. The strategy states that the United States is offering technical and other assistance to Ukraine’s Ministry of Education to improve English language teaching, and also believes that English teaching can help reintegrate Ukrainians liberated from Russian occupation.
