The Verkhovna Rada has registered a draft law on the e-register of those liable for military service. He proposes to open for the Ministry of Defense access to information of all citizens of Ukraine liable for military service aged 17 to 60 years in various state registers.

The authors of the bill are several dozen people’s deputies from different factions and groups of parliament.
If the bill is adopted, the register of persons liable for military service will be able to receive information about persons liable for military service from various government bodies: the Tax Service, the Ministry of Health, the Ministry of Justice, the Ministry of Internal Affairs, the Central Election Commission, the Migration Service, etc.
According to the explanatory note of the document, the following will be entered into the register:
- personal and service data of conscripts, military personnel and reservists;
- data on the need to staff the Armed Forces of Ukraine and other legal military formations (except for information constituting a state secret).
The Ministry of Defense will have access to the personal phone numbers and email addresses of those liable for military service. All relevant information will be contained in the electronic account of the person liable for military service, which should be created in accordance with the draft law.
According to the Ministry of Defense, starting from February 24, 2022 and as of August 2023, only 95 thousand 846 people received the status of combatants.
At the same time, according to the Ministry of Defense, the activities of the security and defense sector today are provided by more than a million people in various structures.
Taking this into account, there is a need at the legislative level to improve the procedure for information interaction between state registers.
In addition, there is a need to introduce an electronic procedure for military personnel to acquire the status of a participant in hostilities, a person with a disability as a result of war, and a family member of fallen (deceased) defenders and defenders of Ukraine.
The register will include personal and service data of conscripts, those liable for military service, reservists and data on the need to recruit personnel to the Armed Forces of Ukraine and other military formations. It is reported that information constituting a state secret will not be entered into the Register.
Let us recall that at the beginning of September a bill was registered in the Rada to abolish the deferment from conscription for men receiving a second higher education after 30 years of age.
