The names of the persons involved in the scheme are not mentioned, but the media write that we are talking about the deputy director of the Izmail seaport, Alexander Lomov, as well as the secretary of the commission, an official of the Danube interregional department of Morada, Vitaly Sinigura.
For 700-1200 dollars. they offered men to leave Ukraine as crew members of merchant ships. To achieve this, officials “helped” their clients to “guaranteed” pass the exam for the appropriate qualification.
The amount of the bribe depended on the availability of primary maritime skills. The officials managed to “earn” almost two million in hryvnia equivalent. They were caught “at the scene of the crime” during the transfer of another bribe.
A video has been published of two people counting money and discussing how much should be transferred to whom and how much should be kept for themselves.
