The scale of torture used by the Russian military against Ukrainian civilians and prisoners of war has reached such a level that it can be called a systematic state-sanctioned policy. This is what the UN Special Rapporteur on Torture, Alice Jill Edwards, said. His words on Sunday, September 10 were quoted by The New York Times.
According to him, torture is part of the state policy of the Russian Federation.
“This was not random, anomalous behavior. It was organized as part of a government policy to intimidate, instill fear or punish in order to obtain information and confessions,” Edwards said.
He also said that witnesses had given him credible testimony confirming the ongoing practice of torture, including rape and beatings, in various detention centers under Russian occupation, as well as among captured soldiers Ukrainian.
Since receiving his mandate in 2022, Edwards has contacted Russian authorities seven times, calling attention to the behavior of the Russian military, but received no response. According to him, Moscow denies that it uses torture, but the Kremlin’s refusal to pay attention to this problem and the accumulating cases is tantamount to the tacit approval of torture by the Russian authorities.
Earlier, the Office of the Prosecutor General of Ukraine said that 90% of prisoners of war had been subjected to torture.
