The German publication Bild writes about this. Journalists received correspondence between Guterres and Lavrov. The UN proposal contains four points:
-
lifting of European Union sanctions against Rosselkhozbank and connecting the bank’s daughter called RSHB Capital SA to SWIFT;
-
insurance of Russian bulk grain carriers against “Ukrainian attacks” in the Black Sea;
-
unblocking accounts of Russian fertilizer producers in Europe;
-
facilitating access of Russian ships with agricultural products and fertilizers to EU ports (simplification of permitting procedures).
An insurance company co-financing from the UN for Russian food and fertilizer exports could be operational with Lloyd’s within 4-6 weeks, the letter says.
Bild journalists contacted all the people mentioned in the letter, and no one denied its contents.
According to the publication, the Russian leadership is now studying the UN proposals and has not yet agreed to them, since the Kremlin considers the proposals “too good to be true.”
