The Ministry of Defense of Ukraine, by order No. 490 of August 18, 2023, amended the Regulations on the military medical examination, which approved a new schedule of diseases, according to which fitness for military service is assessed and service is streamlined limited to fit.

The changes took effect on August 25. On the same day, other changes introduced by Order No. 456 came into force, which provide for the simplification of the requirements for service in the Airborne Forces and the Marine Corps during a special period. This is reported by Ukrainian Military Pages.
Order No. 490, in particular, provides for the following changes:
- completely updated sickness schedule for assessing the fitness of military personnel;
- the procedure for determining the place of service for those with limited fit was detailed;
- clarified the procedure for adopting a decision of the All-Union Commissariat for the Cause of illness, injury (wounds, contusions, mutilations) with military service and the defense of the Motherland;
- the list of documents to be submitted for consideration has been clarified.
It is noted that earlier in paragraph 20.4 of Section III of the Regulations it was determined that in wartime, according to the articles of the Schedule of Diseases, which provide for options – an individual assessment of fit or limited fit for service – the VLK should adopt a decision “fit for military service”, with the exception of articles 2- in , 4-in, 5-in, 12-in, 13-in, 14-in, 17-in, 21-in, 22-in.
Now the words and figures “with the exception of Articles 2-c, 4-c, 5-c, 12-c, 13-c, 14-c, 17-c, 21-c, 22-c” are excluded from the Regulation, i.e. e. Everyone will be recognized as “controversial” suitable articles, the newspaper notes.
Relevant articles include:
2-in clinically cured tuberculosis;
4-c – viral hepatitis with minor dysfunction;
5-c – asymptomatic HIV;
13-c – diseases of the endocrine system with minor dysfunctions;
14-c – mild short-term painful manifestations of mental disorders;
17-c – neurotic, stress-related and somatoform disorders with moderate, short-term manifestations, with an asthenic condition;
21-c – slowly progressive diseases of the central nervous system;
22-c – episodic and paroxysmal disorders.
As for the limited fit, now, simultaneously with the decision on the limited suitability for military service, the VLK must adopt a decision on the suitability of a soldier for service in a specific military specialty (VOS), the newspaper notes.
If a serviceman is recognized as unfit for service in a military specialty, the unit commander, before moving a serviceman to another position, may send him to the VLK to determine his suitability for service in a new military specialty.
