Media: Severe reprimand received chief medical officer who asked to replace low-quality turnstiles

    The head of the medical service of the 82nd Separate Air Assault Brigade of the Armed Forces of Ukraine, Anton Shevchuk, who asked the Medical Forces Command to replace low-quality Chinese tourniquets and asked for help from volunteer Oksana Korchinskaya, was given a “severe reprimand”.

    As soon as I arrived at the brigade at the end of April, I asked the chief medical officer of that time – what about the first-aid kits. To which it was said that the first-aid kits were issued in each of two turnstiles, there are no problems. Then, on July 11-12, when we were preparing to enter the hostilities, I checked the first-aid kits and saw Chinese turnstiles with a German sticker and Lithuanian instructions – this nailed me a little … For some guys who were already on a mission at that time, I replaced turnstiles from stocks brigades. On July 12-13, I verbally addressed those who supply us, this is above the brigade (Shevchuk did not name which body he was talking about – ed.), I was told: either there are no turnstiles, or an investigation with a commission is needed. On July 14, I submitted an application for the CCC to replace the turnstiles. In a personal conversation with the command, I was told that there were no turnstiles in the warehouses,” Shevchuk says.

    On July 18, he asked volunteer Korchinskaya to help change the turnstiles.

    They called me, they said that a commission from the KMS was coming to us to check the quality of the turnstiles – as I later found out, they simply pulled out the packed turnstiles, the combat medics put them on the ending and checked the pulse. Then a post appeared that the turnstiles do not need to be replaced. But on July 22nd we got permission to change the tourniquets, later I applied to change the occlusion stickers which were also crap. Occlusions were replaced immediately. I was told that a big kipish had risen. As far as I understood, there were two deputy appeals to the KGShV – they diligently wanted to solder me that it was because of me, but I didn’t even know the deputies. There was an investigation, I wrote that I first applied … I didn’t want to make it a scandal, I understand perfectly well that the country is at war and any blows to the army are not something positive. But I could not let the guys go into battle with Chinese turnstiles. The reprimand before me has not yet been proven, although it is still for July 27th. She is for the fact that I did not apply for submission, – Shevchuk pointed out.

    Officially, the order states that the chief medical officer violated five points of the Charter of the Internal Service of the Armed Forces of Ukraine (related to the duties of a serviceman, the duties of the head of the service, the order and sequence of reports) and one of the points of the Disciplinary Charter of the Armed Forces of Ukraine (concerning military discipline obligations). The document, referring to the decision of the commission, which came to the brigade from the KTS, states that “the information about the inadequate quality of the tourniquets is the unconfirmed personal opinion of the head of the medical service, Shevchuk.” This contradicts the result of checking the turnstiles at the state-owned enterprise Ukrmetrteststandart, which showed that the turnstiles do not hold the required pressure. In addition, this contradicts the statement of the KTS on July 24, in which the Medical Forces Command reports that “in order to prevent harm to the life and health of military personnel,” it will still replace Chinese Tourniquet AZ-G6 turnstiles with high-quality American SOFT-T. The number of low-quality turnstiles, initially issued by the KTS to the 82nd brigade, exceeds 10 thousand pieces.

    On July 31, the Verkhovna Rada Committee on National Security, Defense and Intelligence heard the Command of the Medical Forces on the situation with tactical medicine and gave it two weeks to check all first-aid kits of military personnel in Ukraine. As of August 26, the report has not been officially released to the public.
