According to them, the Russian Ministry of Defense cannot fully control some Russian PMCs associated with or sponsored by Russian officials and businessmen. In particular, the Russian publication Dossier reported that Arkady Rotenberg, a longtime associate of Russian President Vladimir Putin, and the Russian state bank VTB gave more than 300 million rubles ($3.04 million) to Konvoy PMC since end of 2022.
In addition, Russian energy companies Promresurs and Ugol Trading also gave 109.5 million rubles ($1.11 million) to PMC Konvoy, although none of them made a profit matching the amount of the donations.
Gauleiter of the temporarily occupied Autonomous Republic of Crimea Sergey Aksyonov also supports the PMC Convoy.
The PMC Convoy was allegedly based in occupied Perevalnoye, Crimea, and was operating in the direction of Kherson after the initial defense of Russian logistics lines on the Melitopol-Dzhankoy highway.
