Director of the Central Intelligence Agency William Burns made a clandestine visit to Ukraine earlier this month. The Ukrainian authorities revealed to him a strategy to return the Russian-occupied territories and begin ceasefire negotiations with Moscow before the end of the year.

Burns’ previously unreported trip included meetings with President Volodymyr Zelensky and senior Ukrainian intelligence officials, the report said.
According to The Washington Post sources, the purpose of the visit was to reaffirm the US administration’s commitment to sharing intelligence that will help Ukraine defend itself. In private conversations, military planners in Kyiv conveyed to Burns and others a bullish belief that their goal:

reconquer a significant territory by autumn;

move artillery and missile systems to the border with temporarily Russian-occupied Crimea;

push further into eastern Ukraine and then start talks with Moscow for the first time since peace talks broke down last March.
Russia will negotiate only when it feels threatened,” concluded a senior Ukrainian official.
The CIA refused to assess Burns’ prospects for an offensive.
