More than 123,000 vehicles were imported into Ukraine in April-May. The total amount of tax and customs benefits is UAH 13.6 billion.
The Cabinet of Ministers has submitted to the Verkhovna Rada a draft amendment to the Tax Code regarding the revision of certain tax benefits. It is proposed to eliminate duty-free import of vehicles into the country for citizens. This is stated in the draft law no. 7418, published on the website of the Verkhovna Rada on Monday, May 30.
This document proposes to resume taxation, which has been canceled:

for goods imported by the sole taxpayer of the first, second and third groups;

for businesses that do not pay import duties;
-
for vehicles imported by citizens.
As stated in the explanatory note to the project, as a result of exemption from import duty, excise tax and VAT, the budget did not receive about UAH 13 billion. At the same time, more than 119 thousand cars were imported.
At the same time, it is proposed to exempt cars exclusively equipped with electric motors from payment of fees to the Pension Fund.
“Under the conditions of martial law, when Ukraine must combine all revenues to fight the aggressor, the introduction of incentives for the import of non-essential goods and at the same time generates of the budget, must be reviewed and revised, “said the explanatory note.
In turn, people’s deputy Yaroslav Zheleznyak said that in April-May more than 123,000 cars were imported into Ukraine. The total amount of tax and customs benefits is UAH 13.6 billion.
He noted that the speed of importing cars is not decreasing and on average 4,000-5,000 vehicles are brought in on a typical day.
As you know, in early April in Ukraine, the customs clearance of a car was temporarily free. It is planned that the benefits will be valid during martial law. There are no restrictions on the number of imported cars and resale.
At the same time, from April 25, cars imported by Ukrainians from the EU for personal needs are issued only at certain checkpoints. This was done to eliminate the long queue that arose due to the elimination of customs payments.
