The Association of Cities has been waiting more than a month for the government’s decision to simplify the procedure for hiring local governments.
For the fourth month of the war against Russia, the government has not approved the procurement procedure that will allow communities to continue to fund military and territorial defense, the Association of Ukrainian Cities reports.
“From the first day of the invasion of Russian troops in Ukraine, the communities have been doing everything possible to support the Armed Forces of Ukraine, Security Service of Ukraine, State Emergency Service, Troop and other structures. But it is possible to purchase the defense goods necessary for the defenders, as well as special vehicles, only from foreign suppliers, who, due to the military situation and corresponding risks, agree to deliver the goods only in terms of 100% prepayment. However, the current regulation framework does not allow local governments to make prepayment, “the statement said.
In this regard, the Association of Cities turned to Prime Minister Denys Shmygal with a request to simplify the procedure for acquiring local governments.
“Giving local governments and military administrations the right to make pre-paid purchases will create requirements for uninterrupted assistance to defenders and the provision of high-quality goods, including defenses, “the Association said.

It should be noted that the executive director of the Association of Cities, Alexander Slobozhan, turned to Defense Minister Alexei Reznikov in April with a request to expedite the decision of the Cabinet of Ministers on changes in the funding resolution.
The Minister submitted this issue to the Cabinet of Ministers, but it was removed from consideration.
As reported, the Verkhovna Rada plans to allocate an additional UAH 247.8 billion for national security and defense.
