The authorized Russian oligarch Roman Abramovich is not signing an agreement to allocate £2.3bn in funds for Ukraine, because he wants part of the funds to go to the Russians, who have also suffered from the war, writes the Daily Mail.

The publication emphasizes that neither the British government nor the European Commission will agree to such a move as long as sanctions against the Russian Federation remain in place.
Government sources confirmed to the Daily Mail that this was the case. According to British Foreign Secretary James Cleverley, it is not yet certain that the funds will be paid before the government goes on summer vacation next month.
“We want to make sure that the money that is released goes only to the intended recipients. I want to be absolutely sure that this is the case,” Cleverley said.
It added that representatives of the fund hoped to transfer funds last summer. Now they are waiting for funds to arrive in Ukraine before winter.
