Russia is likely to take advantage of the African countries’ proposed plan to resolve the war to create its own information operations to slow down military aid by Western partners to Ukraine. This is stated in the analytical review of the American Institute for the Study of War (ISW), published the previous day.
Observers recall that a delegation representing seven African states, after meeting with Ukrainian President Volodymyr Zelensky on June 16, met with Russian President Vladimir Putin in St. Petersburg on June 17 to propose a common peace plan.
In a meeting with the delegation, Putin said the Kremlin “accepts the ‘balanced’ approach of African states in resolving the war in Ukraine,” but he did not comment on the feasibility of the proposed peace plan.
“The President of Comoros and current head of the African Union, Azali Asumani, in particular, used language similar to the rhetoric of the “Russian world” regarding the war in Ukraine, which the Kremlin prefers,” said the analytical summary.
In particular, he said that “stability in Eastern Europe, Africa and the world depends on fraternal ties between neighboring Slavic “friendly countries””.
“The Kremlin is likely to use this offer to facilitate Russian information operations aimed at slowing Western security assistance to Ukraine, without showing the slightest intention to engage in any peace process,” ISW wrote about on the likely development of events in Russia to Africa peace plan.
“ISW has previously assessed that the Kremlin has regularly signaled a false willingness to negotiate a war settlement to persuade the West to make concessions and withhold further support from Western officials for Ukraine. The Kremlin has previously stepped up these efforts to set the stage for its winter-spring 2023 offensive.” year, and likely to strengthen this information operation to undermine Western support for Ukraine during counteroffensive operations,” the report said.
The Institute for the Study of War reminded that the Kremlin has already used similar tactics in the peace plan presented by China in the spring of 2023, strengthening the information operation and not trying to set the broad proposals contained in the plan itself.
It will be remembered that the leaders of the countries of the African Union proposed 10 steps to achieve peace in Ukraine. The main point is that the war must be completed along the diplomatic path.
