The American Institute for the Study of War (ISW) points out that in Russia at various levels the authorities do not coordinate actions and do not know how to respond to events in the Belgorod region.

The “Russian Volunteer Corps” (RDK) and the “Legion of Freedom of Russia” (LSR) on June 4 made another limited raid into the Belgorod region and continue to operate in the Russian border settlement. The governor of the Belgorod region, Vyacheslav Gladkov, confirmed that fighting was going on in Novaya Tavolzhanka, although the Russian defense department claims that volunteers are retreating.
According to propaganda bloggers, a sabotage and reconnaissance group of 20 people entered Novaya Tavolzhanka and remained there. Experts also report that Gladkov responded to the demand of the RDC and the LPR to negotiate the exchange of captured Russian prisoners of war. At first he agreed to the meeting, then refused.
Conflicting reports from official Russian sources about the situation in the Belgorod region and Gladkov’s apparent personal decision to respond to the actions of the RDK and LSR indicate that the Russian Defense Ministry and Gladkov do not coordinate their actions in response to the raids, the review says.
It also remains unclear whether the Russian authorities are organizing an evacuation in response to these actions. ISW points out that limited raids and shelling of the border in the Belgorod region are increasingly becoming the focus of criticism of the Russian military leadership.
