On Saturday, June 3, the State Border Service announced that it has strengthened control over the travel of men of military age under martial law through the Way system.
“The State Border Guard Service is strengthening measures to establish legal grounds for crossing the state border by people involved in the Shlyakh system,” the message said.
At the same time, the border guards did not specify what exactly the strengthening of control consisted of, but noted that 1.5% of those who left Ukraine in January-February of this year through the Shlyakh system did not return to the country in time within a certain period of 60 days, established by the border crossing rules. .
It was noted that this type of offenses are observed among carriers from almost all regions of Ukraine, but mainly from Ternopil, Transcarpathian, Ivano-Frankivsk, Rivne and Lviv regions. At the same time, most abuses are noticed by sole proprietors, who, like large carrier companies, are given the opportunity to introduce people into the Shlyakh system.
“Big businesses value their reputation more, and individual FLPs abuse the opportunities provided and, for a monetary reward, approximately from 3,000 to 7,000 dollars, offer their services to enter data about to people in the system. In some cases, a new business is created to carry out illegal activities,” border guards said.
Currently, 38 licensees have temporarily stopped accessing the system, 126 people have been notified of suspicion, and four people have been convicted. Relevant decisions were made due to cases of using the system with the purpose of further non-return to the territory of Ukraine, the State Border Guard Service said.
The border crossing system allows male drivers (volunteers) to legally obtain permission to travel outside of Ukraine. It was created primarily to eliminate corruption risks in the process of issuing permits and simplify the procedure itself.
