The High Council of Justice appointed all members of the new High Qualifications Commission of Judges, which was one of the tasks Ukraine received along with the status of a candidate for EU membership.
The unblocking of the work of the HQCJ will make it possible to recruit judges for more than 2,000 vacant positions and complete the qualification assessment of judges.
The DEJURE Foundation welcomed the election of the new HQCJ and called the event a “clear victory”, but noted that among the new composition there are not enough “agents of change” – in particular, there is not a single representative of specialized non-governmental organizations.

My colleagues from Automaidan and the DEJURE Foundation have been monitoring the competition at the VKKS from the very beginning. At the preliminary stages, we helped the commission weed out most of the villains. Summing up. On the one hand, Lyudmila Volkova entered the VKKS, and we had a lot of questions. On the other hand, the members of the VKKS have become “agents of change” who will be able to influence very important decisions. After all, it depends on the HQCC whether Ukraine will have a chance for a fair trial. After all, the HQCJ should select about 2,500 new judges and conduct attestation of about 2,000 judges. That is, in fact, to renew the judiciary for years to come, the Anti-Corruption Action Center noted.
Recall that the HQCC is responsible for career issues in the judiciary. The SRP appoints judges to positions, holds them accountable and dismisses them, while the High Qualifications Commission of Judges selects personnel for the SRP and evaluates judges. Without this, a judge cannot be appointed to office.
According to the executive director of the DEJURE Foundation Marina Khromykh, among the priorities of the new qualification commission is the completion of the assessment and selection of 2.5 thousand judges for vacancies.
At the same time, there are questions for several newly elected candidates of the VKKS. This, in particular, Vladimir Lugansky, who closed at least 54 cases of drunk driving after the statute of limitations expired, Khromykh notes.
