The Russian army is increasingly losing the initiative in the war against Ukraine. This statement was made by the UK Department of Defense intelligence in a report for May 31, published on Twitter.

Analysts have stated that nightly, one-sided Russian attacks with drones and missiles have not had significant success in achieving their goals: neutralizing improved Ukrainian air defense and destroying Ukrainian air defense forces.
Since the beginning of May 2023, Russia has been increasingly yielding to the initiative in the conflict and reacting to the actions of Ukraine, rather than actively moving towards its military goals, British analysts said.
On the ground, Russia redeployed its troops to respond to partisan attacks in western Russia.
In operational terms, the Russian command is likely trying to create a reserve force and place it where they think a Ukrainian counterattack will occur. However, this was probably undermined by the fact that unused forces were sent to fill gaps in the front line around Bakhmut, the British intelligence review said.
