The involvement of a Russian top officer in massive Russian strikes on civilian targets in Ukraine was established by the Security Service of Ukraine.

Investigators have collected an evidence base on the current commander of the Black Sea Fleet of the Russian Navy, Vice Admiral Viktor Sokolov, who since August 10, 2022 personally gave orders for regular combat launches of 3M14 Kalibr cruise missiles on the energy infrastructure of Ukraine. As a result of enemy shelling, four civilians were killed and 40 were injured. This was announced on May 25 by the press center of the Security Council.
The intelligence service notes that at that time the enemy attacked energy facilities in Kiev, Lvov, Dnepropetrovsk, Vinnitsa, Kirovograd, Odessa, Zaporozhye, Sumy, Khmelnytsky, Rivne, Chernivtsi, Cherkasy, Zhytomyr and Ivano-Frankivsk regions. The shelling also caused significant losses to the national life support system of Ukrainian civilians.
The SBU added that these rocket attacks led to a temporary shutdown of dozens of local educational institutions, hospitals and other social institutions.
On the basis of the collected evidence, Sokolov was informed of suspicion under Part 2 of Art. 28, part 1, art. 438 and part 2 of Art. 28, part 2 of Art. 438 (violation of the laws and customs of war), part 3 of Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine) and Part 2 of Art. 28, part 2 of Art. 437 (unleashing and waging a war of aggression) of the Criminal Code of Ukraine.
Recall, on May 19, the SBU reported suspicion to the deputy commander of the airborne troops from the Russian Federation, Lieutenant General Anatoly Konchevoi, who led the attack on the Gostomel airport and ordered the destruction of the Ukrainian Mriya aircraft.
