Russian investigative journalists claim this.
Governors and other Russian officials are being barred from resigning amid the war against Ukraine and threatened with criminal prosecution for those who do not comply with the ban, according to the Important Stories project, which has been declared an undesirable organization and “foreign agent” in Muscovy.
I am aware of at least two cases when governors tried to leave their posts, but in GDP [управлінні внутрішньої політики] they were not just banned, but hinted at criminal cases,” said a source who investigators call a former FSB officer, speaking on condition of anonymity.
Wishing [піти] after the start of the war a lot. If everyone leaves, control will be lost, says another source.
Interlocutors of the journalists clarified that the ban on dismissal is informal and there are exceptions to it – for example, you can quit for health reasons.
At the same time, two interlocutors of Meduza close to the presidential administration say that leaving the civil service was difficult for most officials, and especially for governors, even before the war.
For example, back in 2021, the Russian RBC reported that Orenburg Governor Denis Pasler asked to resign, but as a result, he still retains his post.
Everything is decided individually. [колишньому керівнику «Пошти росії» Максиму] Akimov was allowed to leave, [колишньому губернатору Чукотки Роману] Copin too. But the general trend is really the same – stay where you are,” said one of Meduza’s interlocutors.
After the Russians invaded Ukraine, officials were restricted from traveling abroad. In March 2023, Sistema reported that some employees of Russian state-owned companies and officials were asked to “deposit” their passport.
The Bell wrote in April that the exit was actually closed to the employees of the government apparatus in general. In the Kremlin, the newspaper wrote, there are no such restrictions.
