This was stated by the head of the Joint Coordinating Press Center of the Defense Forces of the South Natalya Gumenyuk.

And they also expand their tactics due to the fact that there is no stable supply of funds with which they can act. That is, they use what they have already left,” Gumenyuk said on the air of the telethon.
The Russians are already saving high-precision weapons, and using the other ones to test and check exactly where the means of the Ukrainian air defense system are.
Recall that the head of the GUR, Kirill Budanov, said today that the Russians have been accumulating missiles for a month to disrupt the offensive operation of the Armed Forces of Ukraine.
