The Kremlin is asking propagandists “not to underestimate Ukraine’s announced counter-offensive,” but to emphasize that it will allegedly take place with NATO support.
Not only the Armed Forces of Ukraine, but also Russian propagandists are preparing for a counter-offensive. They will have to explain to the Russians again the defeat of what they once called the “second world army.” The publication Meduza has a new handbook prepared by the presidential administration for Russian propagandists. In it, state and pro-government media were, among other things, told how to cover the impending Ukrainian counter-offensive.
Losses of territories will explain
The Kremlin asked the propagandists “not to underestimate Ukraine’s announced counter-offensive with the support of NATO” and not to say that “Kyiv is not yet ready for a “counter-offensive””. The pro-government media, on the contrary, should focus on the fact that Western countries provide Kyiv with weapons and support Ukraine in every possible way.
Meduza’s sources close to the presidential administration explained that there is a simple explanation for this coverage of the impending counteroffensive:
“If the offensive is not successful, it is possible to say: the Russian army has successfully repelled an attack that is superior in power. The price of this victory will increase greatly.
If Ukraine, with the help of weapons from the United States and Europe, has achieved some success and conquered territories, their loss will also be understandable: the entire West has devoted great efforts to the front, but its successes – compared to these efforts – are very modest. That is, the Russian army, in general, also coped.
In the same manual, the Kremlin advises propagandists “not to pedal information about the amount of funds” sent from the Russian budget to restore infrastructure in temporarily occupied and annexed Ukrainian territories.
Instead, propagandists will talk about how problems in Russia are “solved”, such as fixing schools, kindergartens and hospitals.
Economic problems
“It is clear that there will be economic problems, and it is clear why. Spending on a “special operation” will not go anywhere. First of all, the costs for the same infrastructure will be reduced: it turns out that they settles in the new regions, but not in the old ones. The reaction of the inhabitants of the Russian regions is understandable: they took us away. It is better not to show in specific amounts how much was taken. This has already happened in Crimea,” explained one of the publication’s sources close to AP.
May 9th
Another “unpleasant subject” for propaganda unexpectedly became parade rehearsals on the occasion of May 9th. In some regions of Russia, for security reasons, they have decided to completely abandon the holiday. In addition, the traditional procession of the Immortal Regiment will not be held in Moscow and other cities.
One of the political strategists working with the authorities suggested, in a conversation with Meduza, that the authorities will not only ensure the security of the events, but probably, in 2023, fewer cars will participate in the parade than in the past years, and that, Whatever comes out of the square, for the most part, will be old.
