ISW added that Russia’s missile campaign aimed at destroying Ukraine’s energy infrastructure ultimately failed, and “Russia appears to have abandoned these efforts.”
“The occupiers are focusing their current attacks on diverting and dispersing Ukrainian forces to avoid launching a counter-offensive,” the report said.
In addition, experts say, the Russian Ministry of Defense may prepare conditions for an attack under a false flag in the Sumy region.
