The 12-page White House document emphasized that Biden was “extremely pressured” by Trump’s decisions. It acknowledges that the evacuation of Americans and their allies from Afghanistan should have started earlier, but blames the Afghan government and military for the delay, as well as assessments by the US military and intelligence community.
“President Biden has been severely limited in his options when it comes to withdrawing troops from Afghanistan because of the conditions left by his predecessor,” the report said.
