The military-political leadership of Russia is probably seeking to sponsor and develop alternative private military companies in order to eventually replace the Wagner PIK in the war against Ukraine. This is stated in the review of the British Ministry of Defense.
This is happening against the backdrop of a loud civil strife between the Russian Ministry of Defense and the Wagner PPK. The Russian military leadership likely wants to replace the VAT, over which it will have more control. However, no other known Russian PIK currently comes close to the size or combat power of the Wagner. Russia likely believes that the NDP in Ukraine is still useful because it is less constrained by wage levels and capacity to hinder the effectiveness of the regular army, British intelligence points out.
The Russian leadership probably believes that heavy losses among the VAT will be more acceptable to Russian society than losses in the regular regular army.
Recall that the unofficial military unit of Russia PPK “Wagner” participated in the hostilities in Syria, Africa and Ukraine.
