The former director of the procurement department of the Ministry of Defense did not provide the NAPC with a report on public procurement.
The court found the former head of the Department of Public Procurement of the Ministry of Defense, Bogdan Khmelnytsky, guilty of providing false information to the National Agency for the Prevention of Corruption. This was reported on March 31 by the NAPC press service.
“In addition, the request of the NAPC was executed in violation of the deadlines set by law. Such an act refers to administrative offenses related to corruption,” the report said.
At the end of last year, the NAPC required an audit report on the procurement process under martial law, which was carried out in the Khmelnytsky department headed at the time. The NAPC sent its request as part of the audit of the work organization to prevent corruption carried out by the Ministry of Defense.
At the same time, Khmelnytsky said that there was no such report and he could not provide it.
The Agency noted that it later learned that he had read this report under his signature before he wrote to the NAPC that the report was missing. This is the essence of misinformation. In addition, the officer violated deadlines for responding.
“Khmelnytsky may have a motive both to delay the answer and not to give the NAPC the report itself. During the trial, the facts of Khmelnytsky’s illegal actions in not fulfilling the requirements of the NAPC were confirmed,” said Andrei Vishnevsky, deputy head of NAPC.
Recall that in late January, Khmelnitsky and Deputy Defense Minister Vyacheslav Shapovalov were fired amid a food scandal for military personnel.
The Attorney General’s office informed them of the suspicion. Khmelnytsky is suspected of embezzling state funds in the amount of more than 107.7 million hryvnias in the course of providing subdivisions of the Armed Forces of Ukraine with low-quality body armor.
Shapovalov was declared suspected of illegal actions, as a result of which some units of the Armed Forces of Ukraine were not equipped with personal protective equipment worth more than one billion hryvnias.
