The ex-head of the SBU department in the Kharkiv region, Roman Dudin, faces a life sentence for high treason.
The State Bureau of Investigation reported that the pre-trial investigation was completed, the case is being submitted to the court.
Dudin is suspected of disrupting the defense of Kharkov, sabotaging in favor of the Russians on the eve of the invasion, in preparation for surrendering arsenals to the enemy and unauthorized flight from the region. Dudin was detained on May 29, 2022, after which he was arrested.
According to the press service of the DBR, he is suspected of high treason and committing criminal offenses against the established order of military service.
It was established that on the eve of February 24, 2022, the official knew about the high probability of the start of a full-scale offensive on the territory of Ukraine by the Russian armed forces. But instead of organizing work to counter the enemy, he actually engaged in sabotage, the report says.
As noted, believing that the offensive of the occupiers would be successful and hoping that this would be taken into account by the occupying authorities of Russia, the head of the special service of the border region “engaged in subversive activities against Ukraine, which damaged the defense capability and state security.”
In particular, he organized an attempt to remove the head of the Kharkiv Regional State (Military) Administration from fulfilling his duties. The purpose of this act was to prevent the head of the HOCA from taking the necessary measures of the legal regime of martial law and attempts to seize state power in the region, the Bureau noted.
They clarified that through the media, the person involved discredited the current authorities of Kharkiv and the region, providing false information, and also tried to paralyze the security agencies of the region – for this, he interfered with the functioning of the unified command and control system of the security forces and the defense forces of the region.
In addition, he deliberately failed to ensure the fulfillment of the tasks assigned to the SBU in the Kharkiv region and, in the absence of any legal grounds, ordered the personnel of the SBU in the Kharkiv region to leave the administrative premises of the SBU and the territory of Kharkov. He deliberately created conditions for the delivery of weapons, ammunition, means of combat operations, personal protective equipment for military personnel stored in the administrative building of the SSU in the Kharkiv region to the enemy, law enforcement officers specify.
They note that the defendant, under martial law, also arbitrarily left the place of service without good reason.
The former head of the SBU in the Kharkiv region is suspected of committing criminal offenses under Part 2 of Art. 111 (high treason), part 5 of Art. 407 (unauthorized abandonment of a military unit or place of service), Part 4 of Art. 402 (disobedience) of the Criminal Code of Ukraine. He faces a life sentence. After familiarization by the defense side, the case will be referred to the court, summed up in the DBR.
Dudin headed the Kharkiv regional department of the SBU from March 2020 to May 2022. On May 29, in his video message after a visit to the Kharkiv region, Ukrainian President Volodymyr Zelensky announced Dudin’s resignation.
After leaving office, Dudin stated on his Facebook page that he was ready to take a polygraph to prove his innocence.
