The head of the Ministry of Culture noted that Russia is changing the tactics of information warfare – it begins to attract indirect offline stories, including because Russian channels are banned in Europe.
In addition, according to Tkachenko, the Russians use the narratives of so-called “useful idiots”, social networks and other means to spread their conspiracy stories.
“We need to move to a proactive position, first of all, in the countries of Europe and North America, to have a common vision and position on how to deal with Russian propaganda on different platforms. In addition, we It is necessary to answer how to criminalize articles against Russian propagandists, how to coordinate actions regarding being active and not defensive,” said the minister.
In his opinion, coordination should be carried out at the level of experts and professionals working in the centers of strategic communication and counter disinformation. Ideally, we are talking about creating a permanent center that works 24/7 and can provide information to the media.
