The Commission concluded with its conclusion that the measures proposed in the draft law could lead to abuses and violations of human rights. It favored a systematic approach, while Georgia’s paper relied on a “personal” approach.

The EU’s advisory body proposes to solve the problem of the influence of oligarchs in the country’s political life through systematic measures in many areas, for example, through special safeguards in media laws, monopolies, political parties, fight against corruption, etc.
