Thanks to the “Way” system, which allows leaving Ukraine for volunteer or humanitarian purposes, 9,373 people of military age did not return to Ukraine during martial law.
This is 11.1% of the total number of persons who exercised the right to leave. This is reported by the “Commander-in-Chief” with reference to the interim report of the Interim Investigation Commission of the Verkhovna Rada, which checked the use of humanitarian and other aid for the intended purpose.
These statistics refer to the period from February 24 to December 31, 2022. Among the anti-leaders were:
- Volhynia (21 thousand 108 persons liable for military service were released, 1 thousand 375 men did not return);
- Lviv region (31 thousand 558 men, 1 thousand 36 did not return);
- Ternopil region (14 thousand 36 – 964 people) regions.
In the MIU diagram, these are persons who left with the permission of the Ministry of Infrastructure of Ukraine.
