The Security Service, together with the BEB, liquidated a large-scale scheme for the allocation of industrial volumes of gas from the gas transmission system of NJSC Naftogaz of Ukraine. This was reported on March 17 by the press service of the SBU.
It is noted that the leading management of 16 regional gas enterprises in Kyiv, Kharkiv, Dnepropetrovsk, Lviv, Vinnitsa, Zhytomyr, Volyn, Zakarpattia, Sumy, Rivne, Khmelnytsky, Chernihiv and Ivano-Frankivsk regions, associated with one among the Ukrainian oligarchs, was involved in arranging the deal.
According to the documents, officials paid for gas to privately controlled companies, but in reality they did not receive gas from them. In fact, they made an unauthorized withdrawal of blue fuel, which is in the gas delivery system and belongs to the state.
As a result, almost UAH 3.5 billion damage was caused to Ukraine in 2021 alone.
Another part of the scheme is that the gas companies received tariff payments from consumers, but the money received was not used to buy gas, but was transferred to regulated commercial structures for withdrawal in the shadows. At the same time, regional gas companies continue to use the reserves of the state gas transmission system, thereby increasing their debt to Naftogaz. In the future, the organizers of the scheme tried to write off the artificial debt at the expense of budget funds.
It is reported that law enforcement officers are conducting searches at the office premises of regional gas companies.
“In two regions, the leadership of gas distribution companies has been returned to state representatives,” the SBU said.
The pre-trial investigation into the facts of misappropriation, embezzlement or possession of property by abuse of official position, as well as the facts of tax evasion, is ongoing.
Recall that gas theft worth UAH 100 million was prevented in Ukraine.
