In 35 regions of Russia began to send agendas “to clarify information”
The head of the Agora international human rights group, Pavel Chikov, has published a list of regions where men are invited to the military registration and enlistment offices. Among them are Moscow, St. Petersburg, Leningrad, Moscow, Belgorod and Murmansk regions, Altai, Perm, Krasnoyarsk and Krasnodar regions.
Regional authorities say they send subpoenas to “clarify information about military records” or invite them to a military meeting. The Kremlin called it “standard practice”, noting that they have “no intentions” about a new wave of mobilization in Russia.

According to his estimates, there is no talk of a second wave of mobilization yet.
Mobilization in Russia began at the end of September 2022 and, according to the Russian authorities, ended at the end of October. However, Vladimir Putin has not yet signed a decree on its completion.
The authorities gave different explanations on several occasions as to why the mobilization decree was still in effect. In February 2023, the Faridaily Explanatory Note project reported that the Russian authorities had prepared a test version of a database that would contain extensive information about those liable for military service.
The created base will make it possible to quickly send the required number of citizens to the front, close the state border to those who run away from the draft, or find Ukhilians, the project noted. According to the source of the Explanatory Note in one of the Moscow commissariats, the mobilization showed that the data in the military registration and enlistment offices are only one-third relevant.
