The publication investigated the shelling in Kharkiv on February 27-28 and confirmed that 11 areas were hit by cluster munitions. In late March, the United Nations said at least two dozen cluster munitions had been dropped on Ukraine since the invasion began.

By analyzing satellite imagery in collaboration with the Center for Information Resilience (CIR) and ground-based investigations, journalists identified the invading brigade that hit the city and their commander. They all belong to the 79th Russian rocket artillery brigade, based in the Belgorod region. This unit reports directly to the leadership of the Western Military District (ZVO) of the RF Armed Forces, one of Putin’s army’s five military districts in the western part of the aggressor country. And it was led by Colonel-General Alexander Zhuravlev.

Several military experts reported that he was the only officer with the authority to order a Tornado missile attack in his area. After all, since it is an expensive weapon, it requires the approval of an elder.

Zhuravlev, 57, was promoted to a Soviet officer in the 1980s while serving in the former Czechoslovakia with a group of Russian forces. After the collapse of the USSR, he returned to Russia, initially serving in tank units. He left for Syria three times, first becoming commander of Russian forces in the country during his second stay in July 2016. Zhuravlev’s leadership led to the attack on eastern Aleppo. After he seized the reins, the Russian military quickly intensified their attacks on the rebel-held city and ended the siege, resulting in high deaths and launching tactics aimed at the intervention of Russia in Syria: siege, famine, bombs and force. followed.

The Kremlin and the Russian Defense Ministry did not respond to CNN’s request for comment.
