The place of delivery of subpoenas in Ukraine is not regulated by the legislation in any way.
The issuance of subpoenas during martial law must be carried out in accordance with the law, carried out in compliance with the rights and freedoms of citizens, ensuring their protection from unlawful interference with privacy and inviolability. A summons can be handed to Ukrainians at work, at a checkpoint, in a cafe or on the street. This was announced by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets on March 13 in Telegram.
According to him, hand over subpoenas to authorized bodies of local self-government; leaders of companies, institutions and organizations. They can also be transferred by employees of an educational institution; managers of apartment buildings, officials of the district or city recruitment and social support center.
Before serving the summons, the Ukrainian has the right to find out who issues the summons and check the identity of the official. You should also carefully check the correctness of filling out the documents.

Recall that the Armed Forces of Ukraine stated that now “there are no waves of conscription”, and the decision on the mobilization of each citizen is made after the conclusion of the medical commission on fitness for military service.
