The Anti-Corruption Bureau (NABU) reported a suspicion to the people’s deputy from the banned OPPL party Dmitry Isaenko.
He is being attempted to illegally seize land in Kyiv with an area of 8 hectares, on which the Gosstroykombinat of the Verkhovna Rada was located. He wanted to build an apartment complex. This land has already been seized.
According to NABU, the defendants learned that the detectives were conducting an investigation and developed a plan: to open proceedings through one of the local prosecutor’s offices, in which to conduct the necessary examinations, confirming the absence of a crime. This would allow you to avoid responsibility.

Also, the suspicion was reported to the former deputy head of the apparatus of the Verkhovna Rada, the former director and employee of the Gosstroykombinat. An employee of the GP and the ex-deputy head of the Verkhovna Rada Administration were informed about this in absentia.
According to the investigation, at the beginning of 2020, the people’s deputy had a plan to take possession of the site on which the State Construction Plant was located in order to build a residential complex there in the future. To this end, he entered into an agreement with the employees of the State Enterprise and the then deputy head of the Verkhovna Rada Administration, whose sphere of management included the mentioned state enterprise.
The ex-director of the State Enterprise, contrary to the law and without the consent of the parliament, held an auction to conclude an investment agreement for the development of a land plot. It won the company controlled by the people’s deputy organizer of the scheme.
In the concluded investment agreement, the size of the equity participation of the state enterprise was determined in the amount of about UAH 300 million. At the same time, as established by NABU and SAPO, the real value of the land and property amounted to more than UAH 525 million.
Subsequently, the suspects planned to demolish the buildings and destroy the property of the plant, allegedly due to their obsolete and malfunctioning, as well as lay off the workers of the state-owned enterprise. Their plans were thwarted by the arrest of the land plot imposed in August 2021 at the request of NABU and SAPO. Thanks to this, its building was prevented.
