The leadership of the Russian army is distributing a “monument” to the treatment of civilians in the temporarily occupied territories of Ukraine. A photo of this instruction was published in a telegram on March 10 by the Office of Strategic Communications of the Office of the Commander-in-Chief of the Armed Forces of Ukraine.
The “memo” contains recommendations for Russian military personnel on promoting enemy narratives while communicating with local residents, as well as allowing civilians to live in abandoned housing and forcibly alienating their vehicles.
In case of “accidents” or fatal / traumatic road accidents committed by the occupiers in a state of alcoholic intoxication with the participation of locals, in order to avoid liability, the monument prescribes to introduce themselves as fighters of the PIK “Wagner,” the Stratcom statement says.
They added that the existence of such instructions is further evidence of Russia’s systematic disregard for the rules of war and evidence of significant problems with discipline.
