Currently, there are three models of a tribunal for Russia’s war crimes against Ukraine.
The leading countries of the world offer three models for the creation of a special tribunal for the crime of the Russian Federation against Ukraine. This was announced by the head of the Verkhovna Rada Committee on Legal Policy Denis Maslov on the air of the national telethon on Thursday, March 2.
According to him, today we are talking about the work model of the tribunal. 25 countries have joined the coordination group working on creating a special tribunal for Russia for war crimes.
Three models have been proposed. Ukraine proposed two of them.
“The main thing that Ukraine wants is the creation, based on a resolution of the UN General Assembly, for the Secretary General to sign an agreement with Ukraine on the establishment of such a tribunal. It will be a higher legitimacy around the world, which means that Russian criminals will be prosecuted all over the world” – said the people’s representative.
The second model, according to Maslov, provides for the conclusion of a multilateral international agreement, according to which Russian criminals can be detained on the basis of a warrant in countries supporting Ukraine that will join the special tribunal .
The third option is “hybrid”: it refers to the work of international judges in the national system of organs.
According to the deputy, this model seems to be the least successful in Ukraine, because it does not eliminate the issue of immunity specifically for the President of Russia Vladimir Putin, Foreign Minister Sergei Lavrov and Prime Minister Mikhail Mishustin.
“We believe that without the punishment of these major criminals, we cannot talk about the full restoration of justice,” the parliamentarian insisted.
Recall that earlier the head of the European Commission, Ursula von der Leyen, announced that an international center to investigate the crime of aggression by the Russian Federation will be created in The Hague. The court will start working in July this year.
Western partner countries supported the creation of an international tribunal for Russian President Vladimir Putin.
