EU countries should consider withdrawing Russia’s fixed foreign exchange reserves and direct them to the rebuilding of Ukraine after the war. This was stated by the head of EU diplomacy, Josep Borrell, in an interview with the Financial Times, published on Monday, May 9th.
Borrell said the U.S. has taken control of billions of dollars of assets owned by the Afghan central bank, in part to compensate victims of terrorism as well as humanitarian aid to the country, and it is reasonable to consider doing so in the reserves of Russia. .
“I would be very for it, because it is completely logical. We have their money, and someone should explain to me why this is good for Afghan money and bad for Russian money,” he said.
It was noted that at the beginning of the war, the EU and its allies froze hundreds of billions of dollars of foreign exchange reserves stored in the accounts of the Central Bank of the Russian Federation. Russia said in March it had frozen about $ 300 billion of its gold and foreign exchange reserves, for a total of more than $ 600 billion.
Borrell said the question of how to pay for Ukraine’s reconstruction was one of the main political issues because of the “incredible amount of money” involved. He wanted the discussion about methods of providing “military compensation” to come from Russia.
Borrell also noted that the decision, if passed, would not be unprecedented, pointing to the U.S. decision to allocate $ 3.5 billion of Afghan central bank fixed assets for needs, including humanitarian aid and compensation for families of victims of the September 11 attacks.
