President of the aggressor country Russia Vladimir Putin intends to address the Russians on the eve of February 24, the anniversary of the full-scale invasion of Ukraine.
One of the issues raised by the dictator may be payments to the mobilized and their families. The leader of the Russian parliamentary group dealing with the so-called special military operation in Ukraine said on 16 February 2023 that the group had presented Putin’s report. The report is likely to cover issues such as social support for “mobiles”. This is stated in a new report from the UK Department of Defense on Twitter.
This problem is likely to become more pressing if further mobilization (explicit or implicit) takes place. Putin may well address these issues in his State of the Union address on February 21, 2023, intelligence says.
