Russia is using elements of the Belarusian military-industrial base as part of a larger effort to re-equip the Russian military to support a protracted war against Ukraine. This was reported by the Institute for the Study of War (ISW).
Belarusian dictator Alexander Lukashenko, during a meeting with Kremlin leader Vladimir Putin in Moscow on February 17, said that the Belarusian aerospace industry is ready to produce Su-25 attack aircraft for the Russian armed forces with the support of Russian technology transfer. According to him, Belarus is 100% fulfilling the unspecified agreements on cooperation in the field of defense and security, which Belarus and Russia agreed “three months ago.”
According to ISW analysts, additional Su-25s are not a decisive factor for the success of Russia’s long-term military operations.
However, the Kremlin could requisition Belarusian factories and repurpose them to produce critical equipment needed by the Russian military. The Russians may also try to reuse factories that are currently active or adapted to produce Su-25s and trucks.
ISW also reported that Russian troops have begun using Belarusian training sites and instructors to train mobilized Russians to compensate for Russia’s damaged training capabilities.
The Kremlin appears to be similarly incorporating elements of the Belarusian OPB to increase Russian defense production, as Putin seeks to revitalize Russian industry to support the war in Ukraine, analysts say.
ISW believes that Lukashenko is likely compensating for his rejection of Putin’s more serious request for Belarusian troops to join the invasion of Ukraine by making small concessions.
Military analysts emphasize that Putin’s imperialist ambitions extend beyond Ukraine and that containing the Russian threat requires continued attention from the West.
