Russian dictator Vladimir Putin has bet that waning Western interest and “political fatigue” could give his military another chance to make headway on the battlefield. According to him, Western countries should make it clear to the Kremlin that they cannot expect victory in battles with the Ukrainian Defense Forces. Also, the aggressor needs to be conveyed that every month he is more and more at risk of losing the occupied territory of Ukraine.
Burns noted that the Russian Federation is still not interested in negotiations. The CIA does not believe that the paths are serious about peace negotiations, despite the statements that the dictator makes.
