This accusation was made by the government of US President Joe Biden. Russia in a report the State Department sent to Congress to update it on the status of New START, which was signed in 2010 and renewed in 2021 for another five years.
United States of America unsuccessfully tried to negotiate with Russia to resume on-site nuclear weapons checks that have been suspended since 2020, first due to the pandemic and then due to travel restrictions between the two countries following the Russian invasion of Ukraine.
Having made no progress, the Biden administration decided to formally blame Russia violate the contract.
“Threatening” the ability of the United States.
According to the State Department, Russia’s refusal to conduct inspections “threatens” the ability United States of America to exercise some of the arms control rights included in New START and, in particular, “threatens the viability of the arms control system between United States of America D Russia”.
In addition to checks, United States of America guarantees that Russia it failed to honor another New START commitment: holding a bilateral commission on the treaty.
Russia argues that there are no conditions for holding meetings of this bilateral commission, and lays the blame for this on the rhetoric and actions United States of America -the largest supplier of weapons to Ukraine-, whom he also accuses of constantly provoking him.
Only this Tuesday United States of America D Russia they resumed contacts on arms control with meetings in Moscow.
The New START Treaty, signed in 2010 by then US and Russian Presidents Barack Obama and Dmitry Medvedev, limits the number of long-range nuclear warheads each country can deploy to 1,550.
It also limits the number of vehicles and launch systems that both countries can deploy or keep on standby, but its cornerstone is the verification regime that the treaty sets out to enforce those limits.
In particular, both United States of America What Russia they can conduct up to 18 inspections a year of each other’s nuclear arsenals, with little time for preparation by the host country: technicians notify 32 hours before arrival and then choose the site they want to survey, which must be respected by recipient authorities.
