The Cabinet of Ministers by Decree No. 76 updated the rules for booking from mobilization.
The government has defined a list of enterprises and organizations that are critical to the economy and whose leaders can book their workers.
Here are the criteria by which an enterprise is considered critical:
- it must pay a total of €1.5 million in taxes, fees and charges for the year;
- the amount of foreign currency receipts must be €32 million;
- the enterprise is of strategic importance for the economy and security of the state in accordance with the government list of state property;
- the enterprise is important for the sector of the national economy or the needs of the territorial society (the criteria for determining such enterprises should be established by local authorities);
- has no arrears in the payment of a single contribution;
- the average salary of employees for the last quarter is not less than the average salary in the region;
- the enterprise is a resident of “Diya.City”.
For a business to be eligible to book its employees, it must meet at least three criteria. Enterprises of the fuel and energy complex, television media and enterprises in the field of healthcare, education and science, sports, and social security must meet at least two criteria.
Managers have the right to book only 50% of the conscription workers. Civil servants are eligible to receive reservations until the end of mobilization, while other workers are only six months away.
In case of a justified need, the number of persons liable for military service subject to reservation may exceed 50%.
Separately, the right to book employees is established for authorities and enterprises, institutions and organizations engaged in the production of goods, performance of work and services to meet the needs of the Armed Forces of Ukraine.
