Recent discussions are aimed at ensuring that sanctions against Belarus and Russia are consistent, diplomats said.
In particular, they suggest that the restrictions will affect areas such as the import of oil, coal and gold from Belarus, as well as the export to Belarus of certain machines and technologies that can be used by the military.
The EU imposed a wide range of sanctions against Russia following its invasion of Ukraine in February 2022. In addition, the EU restricted the import of a range of products, including marine oil, coal, steel, gold, timber and plastic, seafood, spirits, cigarettes and cosmetics.
The European Union has also imposed a series of restrictions on Belarus, allowing Russia to fire missiles at Ukraine from its territory and allowing Russian troops, tanks and planes to cross its territory.
