Mobilization in Ukraine: why the call has increased

Ukrainians on social networks report that over the past two or three weeks, military registration and enlistment offices have seriously increased their work, despite the statements of the leadership of the Ministry of Defense about in a “calm regime” of mobilization in Ukraine. Summons, according to users, began to be distributed in hairdressing salons, markets and fairs, and in Kyiv, mobilization sheets were pasted near the entrances of houses.

This weekend, the social network was generally shocked by the video in which employees of the military registration and enlistment office in Odessa, during the delivery of summons, forcibly detained a man and put him in a car.

So, on January 22, a video appeared on social networks, showing employees of the recruitment center talking to a man on Banny Lane, after which a minibus drove up and detained him by force. The local recruitment center confirmed the authenticity of the video and said that the personnel of the military registration and enlistment office turned to the man liable for military service as part of the general mobilization, as he had not yet arrived at the TCC.

“The citizen began to baselessly insult and humiliate the military, as well as film them. He did not agree to calm requests and warnings about the non-acceptance of such actions,” said the ministry.

Employees of the military registration and enlistment office reacted emotionally – they used force and brought the man to the office to clarify the circumstances, the commentary said.

“There, his data was checked and a summons was issued, because the citizen, in violation of the current law, still does not fulfill the obligation to get to the military registration and enlistment office from the beginning of the general mobilization,” the leadership . said.

Regarding military misconduct, an official check was appointed. Those responsible are expected to face disciplinary action. The center added that those who have not yet arrived at the military registration and enlistment office must be collected through patrolling.

“Don’t put yourself in trouble. Do your constitutional duty. Join the victory. Be honest and responsible!” – said the message.

Are street subpoenas legal?

Lawyer Andriy Novak previously explained that in Ukraine it is legal to serve a summons on the street, but, for example, putting a person in a car and forcibly taking him to the military registration and enlistment office, even if accompanied by law enforcement agencies, is illegal. The draft dodger can only be escorted to the police station to make a protocol against him.

Law enforcement officers can also open criminal proceedings if a person passes a medical examination and receives a call to leave for the duty station. At the same time, the lawyer draws attention to the fact that receiving a summons does not mean immediately sending a person to a hot place or to any other place of service.

“First of all, receiving summons is updating data in the acquisition centers,” Novak said on the air of the 1 + 1 TV channel.

The lawyer’s words are supported by the head of the personnel department of the headquarters of the Ground Forces command of the Armed Forces of Ukraine Roman Gorbach. Even before the New Year, he said that in Ukraine they will continue to hand out subpoenas in public places until the citizens themselves come to the military registration and enlistment offices – as stipulated by the martial law law.

At the same time, Gorbach noted that only 5% of all men receiving subpoenas were drafted into the army. These agendas help update information about the specialty, occupation and deferment rights of those liable for military service.

Why the call was activated

In early January, Defense Minister Oleksiy Reznikov reported that there was no need for mass mobilization in Ukraine, it took place in a “calm mode.” Reznikov also recalled the words of the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny that Ukraine does not have such a great need for people as Russia, but there is a need for weapons and equipment.

But the day before, President Volodymyr Zelensky made a different statement – the military leadership was ordered to create reserves, so the mobilization processes were strengthened in Ukraine. The corresponding decision was made at the headquarters of the Supreme Commander and now the commanders are working on its implementation.

“People are not only important, but the most important,” said Zelensky, noting that the most important resource of the Ukrainian army “is the personnel that needs to be protected.”

Another reason for increased mobilization was named by the commander of the United Forces of the Armed Forces of Ukraine, Lieutenant General Sergei Naev. He said that against the backdrop of the expected delivery of modern Western tanks to Ukraine, new military units were created. According to him, units must learn how to use this innovative technology and integrate it into existing formations.

“We are creating new military units. And our further actions depend on their fighting ability. Therefore, the help of the West is very important,” added Naev.
