The Russian government has approved a bill that equates maps that “question the territorial integrity of Russia” with extremist material. These are maps where the annexed Ukrainian territories are not indicated as part of the Russian Federation. This was announced on Monday, January 9, by the Russian propaganda news agency TASS, citing a document.
The bill, submitted to the State Duma of Russia after the merger of four regions of Ukraine announced by the Russian authorities, has already passed the first reading. It proposes to actually ban the distribution of such cards and introduce administrative punishment for it – for individuals up to 15 days of arrest or a fine, for legal entities – a suspension of work or a fine of 100 thousand up to one million rubles.
The government of the Russian Federation proposed to make some changes to the bill, indicating, for example, whether the cards issued before the decision to include the territories would fall under it. The government fears that because of this, the display of “banned cards” will be interpreted differently by law enforcement agencies in different cases.
Note that Japan denies Russian ownership of the four southern Kuril Islands; the dispute has not been settled since the end of World War II. Although the USSR expressed readiness to return at least two islands to Japan, Russian authorities said they were not ready for any compromises.
In 2014, Russia annexed the Ukrainian Autonomous Republic of Crimea and Sevastopol. This merger is not recognized by most countries in the world.
In October 2022, Russia announced the annexation of Ukraine’s Donetsk, Luhansk, Zaporozhye and Kherson regions. This merger is also not recognized by almost all the countries of the world.
