“The Kremlin will likely continue to focus on its displeasure with the West and ignore Ukraine as a sovereign entity while supporting existing information operations… The Kremlin regularly portrays Ukraine as a pawn of the West, without any actual sovereignty, to deprive Ukrainian officials of the right to participate in direct negotiations in the future and instead presents negotiations with Russia as the responsibility of Western officials.
They stressed that Russian authorities usually emphasize their displeasure with the West over the war in Ukraine, but not with Ukraine itself. In doing so, Moscow seeks to create a dynamic in which Western officials are forced to make preemptive concessions in order to lure it to the negotiating table.
