Deputy Chairman of the State Service of Ukraine for Emergency Situations (GSChS) Dmytro Bondar was removed from his post due to an explosion in which the chief commandant of the Polish police, Yaroslav Shimchik, was injured. This was stated by the Minister of Internal Affairs of Poland Mariusz Kaminsky.
I received information that the Deputy Chairman of the State Emergency Service of Ukraine, General Bondar, who is responsible for presenting a gift to the commander [польською поліцією] General Shimchik, suspended from work. On this account, a criminal case has also been opened in Ukraine,” Kaminsky wrote on Twitter.
The incident in which Shimchik was injured occurred on December 14th. The general was not seriously injured. As he himself later said, the explosion (or shot) occurred when he moved two anti-tank grenade launchers, which, during a visit to Ukraine, were presented to him by the heads of the Ukrainian National Police and the State Emergency Service. The grenade launcher from the police was redesigned into a loudspeaker, from the State Emergency Service – no. But Shimchik was assured that both guns had been used, had no bursting charge, and were not in danger.

On December 19, the State Emergency Service expressed condolences in connection with the event, as well as hopes that it will not affect further cooperation between Ukrainian and Polish law enforcement agencies.
Out of good intentions and gratitude, Yaroslav Shymchik was given a symbolic gift related to the resistance of the Ukrainian people to the Russian aggressor. We are convinced that there was and could not be any intention to harm the Chief Commandant of the Polish Police. We are confident that after studying the circumstances and causes of this accident, appropriate conclusions will be drawn,” the ministry said in a statement.
As RMF FM radio journalists found out from one of the members of the Polish delegation visiting Kyiv, General Shimchik received two anti-tank grenade launchers in Ukraine (probably RGW-90 Matador), that is, they used tubes.
The first gift was from the head of the National Police of Ukraine Igor Klymenko. It was a used anti-tank grenade launcher that was fired at Russian tanks. It looked like a long pipe, closed on both sides with polystyrene foam. It has been turned into a speaker. Klymenko, said one of the members of the delegation, even turned on the music to demonstrate his work. The Ukrainians assured that there were no explosive materials inside.
Later, the Polish police met with the head of the State Emergency Service of Ukraine Serhiy Kruk. After the meeting, Kruk’s deputy, Dmitry Bondar, gave them a tour of the room where the items defused by the service, including shells and mines, were collected. Saying goodbye, Bondar gave Shimchik a gift – a similar tube of a grenade launcher. The Ukrainians assured that the grenade launcher was used and safe, it can be transported without permits and it costs like scrap.
According to the source, the delegation returned to Warsaw by car, and Szymczyk left the received gifts in the back of the office.
