Covid-19. sanitary pass, wearing a mask… What changes on August 1st?

After more than two years of a health emergency, a bill comes into effect on August 1, ending this exceptional situation to return to the general right. What does this really change?

Arrests and curfews

If health restrictions, such as detention or curfews, were not in place for several months, then it was possible for the government to quickly implement these measures without the consent of parliament. From now on, they can no longer be pronounced without the vote of deputies and senators.

Health and vaccination pass

Health or vaccination certificates may still be required in some places, such as hospitals. This measure is no longer appropriate. now no pass can be claimed. As with detention centers or curfews, the government will again have to go through parliament to impose transit detention in the future.

Wearing a mask

The text modifies the obligation to wear a mask. While it was no longer required on trains, public transport or shops, it was still required in all hospitals or healthcare facilities. This general obligation is over, but directors may wear a mask in their healthcare facility if they wish.

As it is considered an effective and quick tool against the spread of the virus, the government will not have to go to parliament to re-enact the mask. Unlike other means, it will be possible to do this directly to the Minister of Health, “in case of serious health risk” is mentioned in Article L3131-1 of the Public Health Code.

Control for access to the area

A health certificate, i.e. a negative test, may be required from people over the age of 12 who wish to enter France, mainland France or an overseas territory. This control will only be applied in a specific situation; it is intended in case of the appearance of a new dangerous variant in a foreign country.
